Import cross-border e-commerce to meet substantial benefits

On November 30, the Ministry of Commerce, the Ministry of Finance and more than a dozen ministries jointly issued three policy documents on imported cross-border e-commerce, further improving China's import supervision of cross-border e-commerce retail, adjusting the import tax policy of cross-border e-commerce retail, raising the upper limit of commodity quotas enjoying preferential tax policies, and expanding the scope of the list, which will be implemented from January 1, 2019.

The limit of a single transaction is raised by 5000 yuan.

The adjustment of cross-border e-commerce policy mainly includes the adjustment of tax policy. First, the annual transaction limit will be increased by 26000 yuan per person per year from 20000 yuan, which will be adjusted higher with the increase of residents' income in the future. The second is to increase the limit value of a single transaction from 2000 yuan to 5000 yuan, and at the same time make it clear that when the dutiable price exceeds the single transaction limit but is lower than the annual transaction limit, and when there is only one item under order, it can be imported from cross-border e-commerce retail channels, customs duties and import VAT and consumption tax will be levied in full according to the goods tax rate, and the transaction volume will be included in the annual transaction volume. Third, it is clear that cross-border e-commerce retail imported goods that have been purchased shall not be re-sold in the domestic market.

The adjustment of the commodity list is, first, to include some commodities with relatively strong consumption demand in recent years into the scope of the list, adding 63 tax items, such as grape sparkling wine, malt brewed beer, fitness equipment, and so on; second, according to the adjustment of tariff items, the first two batches of lists have been technically adjusted and updated, and the adjusted list has a total of 1321 items.

In this regard, the industry believes that the State Council has once again decided to continue and improve the cross-border e-commerce retail import policy and expand the scope of application, which will bring great benefits to China's import of cross-border e-commerce industry. Zeng Bibo, founder and CEO of Ocean Wharf, said that the introduction of the rules will further stimulate the return of consumption and release consumer demand in the area of light luxury and high unit prices.

The cross-border e-commerce policy also makes it clear that imported goods purchased by cross-border e-commerce retail may not be re-sold in the domestic market. Cao Lei, director of the China Electronic Commerce Research Center, believes that this time it is clear that imported goods from cross-border e-commerce retail should not be re-sold in the domestic market, which may have a negative impact on individual purchasing agents. Whether it is in the name of an individual or a purchasing agent operating on a company basis, it is obviously illegal and is already in a "grey area", and it will be more difficult to operate in the future.

Analysis: imported cross-border e-commerce is entering the era of competition in the whole industry chain.

Cross-border imported e-commerce needs to develop to the middle and high-end market in the future, combined with a variety of logistics forms to cope with the changes of the situation, the industry giants will more highlight their own supply chain management and capital operation advantages, driving the whole industry to a more standardized road. The cross-border demand of the post-90s new generation of consumers is obvious, with 80, 90 groups become the main force of consumption, the consumption concept of this part of the group is ahead of time, and the demand for cross-border goods is obvious.

Cao Lei believes that cross-border e-commerce is shifting from creating popular style items to providing quality services throughout the process, from goods procurement, customs clearance logistics, and sales services, every link affects customer experience, and the platform will enter the era of competition in the whole industry chain.
